The only time the Legion ever got a leg up was minor battles like Nelson and Searchlight where it was basically small frontier posts the NCR didn't give a shit about. At the time of NV the NCR is fighting like three other wars, the Legion is a minor consideration for them and the state of NCR forces in the mojave reflect that.

When I played Fallout NV (Which imo is the worst Fallout game but I know it's a fan favourite for being the most complex one) I encountered the Legion, saw that they put people on crosses, and immediately thought "Well these guys have gotta die" and killed them all 3 hours into the game with my varmint rifle and many savescums later.

probably for the better imo

it was fantastic compared to the force awakens one so i can only praise them for good decision making due to it having massivle flop potential
