Welcome to my HL2 Faction Compendium
Since I'm a huge nerd when it comes to the lore of HL2 both canon and cut, I figured I'd do like an archive style entry for all the different factions in the universe. Since they're one of the most prominent faces for HL2 in both the game itself and concept art, I figured the logical place to start would be Civil Protection, also known as the Metro Police Force depending on who you ask.
Keep in mind that any of the information in this "compendium" has no real basis in game canon or this server, it's simply my own headcanon for the various groups that exist in the universe so please take any lore inconsistencies with a grain of salt.
Alright let's get into it then.

SUMMARY
Civil Protection (also known as the Metro Police Force) is the main policing body of Overwatch. Their primary purpose is the overseeing of day-to-day operations within urban centers on Earth and the enforcement of Union values. The MPF is made up of human volunteers who have joined for either selfish reasons or out of sympathy with the Combine's goals. Citizens are incentivized to join the MPF through perks such as better rations, family cohesion (basically preventing separation of families to different cities) or "non-mechanical reproductive stimulation" (getting your dick wet in VR). They receive no augmentations like the Transhuman Arm, though one of the criteria for promotion is memory replacement. Through this process, a CP unit's memories are wiped and are replaced with subroutines to make them more susceptible to suggestion and Union propaganda; therefore making them more obedient officers. MPF training is generally on-par with that of standard beat cops of pre-war Earth. The majority of action an MPF unit can expect to see is a disobedient citizen or at most a petty thief. There are however specialzied units within the MPF that exist to handle situations such as riots or hostage situations (though those won't be covered here, possibly in their own entries at a later date). CP units are not necessarily overtly urged to brutalize their fellow man, though the majority of those who join Civil Protection are generally power-hungry opportunists who would have had no problem abusing fellow citizens even before the war if it meant personal benefit. This being said, the Union obviously has no care for the denizens of Earth and therefore would not care even if a unit were to abuse a citizen without any real reason.

Function
MPF units are tasked with patrolling the streets of Earth's urban centers to maintain order. Not only are units expected to enforce the obvious law such as theft and murder, they are also expected to apprehend "ideological criminals". Given that the Union's list of offences are so broad and vague, a unit basically can come up with any flimsy reason to harass a citizen. Due to this, raids on housing complexes are frequent and often brutal, being conducted for such simple offences as a "block miscount". Units are given the authority to act as judge, jury and executioner in the case of a street crime. Sentencing is usually discretionary to the apprehending unit; therefore if a unit is having a bad day they could potentially execute you for stealing a stick of gum. Typically overreach of jurisdiction is frowned upon by MPFs, as such misuse of authority sows discontent amongst the citizens. Therefore if a street execution is to be carried out, it is generally advised to be conducted out of view of the public. Citizens generally tend to steer clear of MPF units if at all possible for fear of possibly being implicated in an offense they did not commit. Simply being in the wrong place at the wrong time is enough to label you as an accessory in the MPF's eyes, and punishment is swift and brutal for anticitizens.

Elite Units
Within the MPF there exists a core of elite officers. These units are selected from those street units who have distinguished themselves in the line of duty in one way or another. They can be identified by their uniform, which features red highlights compared to the usual white ones that normal units sport. In addition to this elite units also feature a different configuration of biomask, designed to appear more indimidating to the average individual. Elite units tend to have more actual combat experience compared to their average street peers, and are seldom seen patrolling the streets of the cities. Instead, they are generally organzied into strike teams of elite units, used to conduct raids on anticitizen positions that would be too dangerous for normal CP units. Occasionally they will be tasked to lead teams of regular street units in block raids against less dangerous targets. Compared to regular CP units, the elites are better-trained and have access to a variety of better equipment that they will use to deadly effect. Citizen interactions with elite units will generally result in a fatal outcome for the individual.

Prominent Subdivisions:
HELIX

There are a multitude of subdivisions within the MPF, though only two will be covered in this entry. The first is the MPF medical division, or HELIX. These units are tasked with stabilizing wounded street units so that they can later be transferred to a proper medical facility. HELIX units are not surgeons, and therefore cannot be expected to do more than stop bleeding or at least try to prevent a unit from going into shock. Being that they are tasked with the preservation of other units, HELIX units are trained to hang back in a firefight and not expose themselves to the enemy, only attempting lifesaving measures on a fellow unit if they are completely sure that they themselves will not be harmed. They can be identified by the obvious medical cross on the front of their vests, and also their glowing yellow biomask lenses.
GRID
GRID is the technical and mechanical subdivision of the MPF. They are tasked with the upkeep of the various systems and hardware used by the MPF, and also in the manipulation and subterfuge of anticitizen hardware and software. GRID units are highly trained in the use of all sorts of malware, encryption programs and software routines, as well as hands-on maintenance skills used to perform repairs on MPF equipment both in and out of the field. Being that they are generally required to make on-the-spot repairs and system infiltrations, GRID units are given the same level of general combat training as street units.

MPF Standard Issue Equipment:
HK USP Match

After the Union's takeover of Earth, the establishment of the MPF was relatively rushed. Most units in different cities were supplied entirely with whatever equipment the governments of that region used. Over time the equipment issued to the MPF was standardized into what we see now. The basic-issue sidearm for the MPF is the HK USP Match chambered in 9x19mm parabellum. It is capable of causing significant damage to an unarmored individual and has a minimal amount of recoil, therefore making it ideal for the relatively poorly-trained units of the MPF. It is easy to control and can put a significant amount of shots downrange with its 18-round magazine.

HK MP7
A German-developed pre-war SMG issued to street units in situations of a particularly dangerous nature such as block raids or pursuit of a high-priority anticitzen. The MP7 is again a low-recoil high-capacity weapon ideal for the non-elite units of the MPF. The 4.6x30mm HK round is capable of piercing most low-grade kevlar armor and is more than adequate for most crowd-control situations the MPF may encounter. Generally most weapons issued to the MPF are designed to compensate for the unit's lack of marksmanship, and are therefore suitable for spray-and-pray tactics.

Franchi Spas-12
The final and heaviest piece of weaponry issued to the typical street CP is the Spas-12. A selective-fire shotgun that is capable of firing 12 gauge buckshot rounds in semi-automatic, it is a powerful close-combat weapon that is generally used in the confines of cramed housing blocks. The Spas-12 is also capable of firing less-than-lethal ammunition, though the weaker gas output of these rounds makes it necessary to use the pump-action feature to properly cycle the ammunition. Generally it is anticipated that the average unit will not be able to handle the recoil of the weapon on semi-automatic, so most units are trained to fire the weapon in the pump-action mode. The Spas-12 is typically only issued to team leaders during situations that may require it such as block raids. In these scenarios they are usually issued bean bag rounds in order to minimize anticitizen casualties so that they can be taken in for questioning. Very rarely will buckshot rounds be issued to units.
