It's literally been a thing worked on for ages by @Wolfaye and @Soylent Purple , who took over the project I believe, but he's a busy man

My suggestion is, that you make strict rules for PAC3. Such as that all models attached to you with PAC need to be authorized, and that the flag will only be able to be applied for. Minimum time as part of the community would be a good factor too, such as having so only people that have been members for 1.5 or 2 months may use PAC upon applying. (If their application gets accepted that is.)

And ofcourse abuse of PAC is a nice multiple months ban and permanent blacklist from PAC, + removal from all whitelists you're on, making it so bad to abuse PAC that nobody will do it
