How can you go from a open-land environment and go 'yeah let's disable third-person in combat here' to a cityscape with a bunch of tight alleyways/rooftops/interiors and decide NOW is the best time to re-enable it?

i'm cool w/ waiting for the guns to be re-tuned to not blind players
better than tossing all the work put into making pulse guns away and giving everyone mp7's again (my previous post was not representative of my client's beliefs)
