Hearts of Iron IV: The Great War - its a pretty fun mod. Makes it convert to WW1 and runs to WW2. Pretty fun, but usually for me 1918 ish I lag like shit since everyone has millions and millions of soldiers. .-.

it means you dont have enough landing tech to transport all of them at the same time. Try to assign them 1 by 1. Make sure to research landing craft tech at the bottom of the navy tab in research

Yeah, with base tech 10 division is the most you can get iirc. If you research more, they'll be able to move faster and be more at once.
