Didn’t seem true for me, only reason my friend was faster than me was because he had the 20% handgun speed card equipped.

I have no clue what you're on about.

If you're on about everything going fast then that's tied to Bethesda's engine that anything over 60 fps will increase the speed in which the game runs.
