Don't think it was mentioned in this thread but this bill won't change as much as you think.
This bill is just to counter act another proposed bill.

As of 2007, your internet provider has your implied consent to sell your info unless you specifically tell them to opt out. A proposed bill was going make it so by default they could not sell your info.

The bill being voted right now will block that bill and keep it the same as is.

It's in the fine print of the contract you sign. You do read that, right?
