This highest possible rank within the sub-faction, reserved for those that directly oversee it. Dispatch is one entity, but during times of crisis additional processing power and once archived subroutines are restored offering a familiar sense of complete supervision and administration to those beneath it. Any assigned guidelines from the enhanced persona must be followed, failure is discretionary reckless operation charges, demotion, and wanton deservicement if mission failure is not an option. SECTOR 17 must, and will remain the only region where the intelligence came under threat, its potential questioned.
Orders from this portion are to be followed by all, overruled only by actively deployed Stabilization Team Ordinals and Commanders when strictly necessary.

Oversight over Civil Protection in the absence of Command elements, controllers of fractured stability, custodians of normalcy.
Lingering memories of passive orders, distribution of rewards and verification. Judge, Jury, and Executioner of recognised autonomy.
Granted access to noclip / observer privileges to aid in their management of deployed ground forces, competent whitelist holders may ascend from passive surveillance and reconnaissance from their Scanners to a role demanding control and supervision of all online CPs, to work alongside or otherwise beneath Rank Leaders at their discretion to preserve cohesion and report any symptoms of disharmony witnessed through all Airwatch assets, including cameras, synths and Scanners.
Their oversight is strictly supplementary, thematic more than overbearing, with the ability to grant Sterilized Credit rewards and rank-point deduction based off perceived attitude and behaviour in the squads they moderate, delivering complex matters and concerns to Rank Leaders when verdicts are non-terminal. Any witnessed conspiracy in the CPT allows for an immediate autonomous judgement of a unit or more without needing to notify a human element. Abuse of the privileges this rank provides will see a blacklist from all the Combine factions, not just Dispatch, in addition to a server ban with no maximum length.
Preference is given to those with existing access to noclip, such as staff members or those on the event team, but remains open to all who feel competent in their ability.

RECON ASSETS, ADVISORS, AN EYE-IN-THE-SKY FOR THOSE BELOW.
Possessing augmented fragments of a once cohesive whole. Escorts, spotters and scouts for approaching or distant threats seeking to bring harm to Protection Team members, a source of guidance in the absence of anything else. Repressed controllers, authority stolen and replaced by indifference.
The core content of the Faction, similar to how it has operated in previous maps these are Scanners both serving Synthetic and City functions, able to interlock with patrolling teams and explore stable radials on their own for passive purpose. Reporters of visible infractions and sociocide, they serve to alert Protection Team units of matters outside their immediate vision, assisting in their organization and assembly through local pings and waypoints.
These units hold no authority, simply a passive and negligent lens to anything uninvolved in matters of stability and cohesion, yet remain fervent reporters of dissonance in both civilian and Civil Protection populations. Airwatch acts as the eyes and ears of the Dispatch and Overwatch ranks in the absence of any other surveillance asset. Those belonging to this title may also work their way towards Viscerator Specialism, allowing for the deployment of enhanced, remote controlled manhacks to aid in even more roles and situations so long as guidelines around their use are followed.
