how do you transport a few dozen rebels from kiev/sofia to tokyo and back again and there again and back again 7 times over? why wouldn't they be shot down flying over all of china, or the korean peninsula, or india, or the other areas? there were combine-controlled areas all over the area between city 17 and city 8 in helix¹, and ultimately nobody gave a shit; nobody would give a shit now if it happened, either, because trying to break your head open as to how it would possibly make sense to completely cycle out an entire workforce population to go to another city (ALONG with the entire civil protection department) is senseless; that isn't the point, after all -- the point is a new backdrop. the justification for it has always come as an afterthought.
should it now? no, i don't think so -- in fact i think that if we were to go from a european setting to an american one it should be entirely separate and not remotely interlinked with any current characters because it's such a different environment and such a great distance -- but that doesn't change the fact that if the people in charge wanted to move us from [unknown], ukraine to -- i don't know -- dresden, germany, all they'd need to do is get a map, prop it up, and make up some reason like "uhhh we moved here because... yeah"
