I believe that using RageMP and with text-rp would be a better choice. Voice RPs are not everyones thing. Not everyone would be comfortable talking or they might not have a mic. But everyone has keyboards.

also rageMP doesn't have NPCS I don't think, not an expert on the GTA mods or w/e but FiveM has NPCs

I think online gta does have some sort of text channels in it. IDK how it works with proximity.
