stay sleeping the whole time
you can't see him consistently when you're awake, it's best to stay asleep to see him forever
he can teleport to you, just slowly creep away when he does, you won't leave prints, this makes urban evasion probably the best counter to him
his palettes are the hardest part, but ideally just stay hidden working on gens the whole game and avoid chases, or keep a mental note of if the palette was there before
his little traps are crap, the only time you'll activate them is if you're in a chase, they're too noticeable otherwise, and if you do get trapped by one of them and you're not in a chase, you should be far enough to just sneak away
