Edge? The Legion have zero redeemable qualities. Literally, at all. Nothing about them is good. Looking back I don't even know how I sided with them like I did.

The NCR is corrupt and inefficient but they're trying to do right.

I mean you have to keep in mind that Caesars legion is a dictatorship, if used correctly it would be more effective than the NCR. In a Hearts of Iron 4 Fallout mod I played, you were able to trigger a Civil War in order to back people with various views on how it should be lead. I believe one wanted to turn it into a "Roman" republic, getting rid of slavery for one.
