The ideal way I'd like to see the CIA being split between two groups; directors, and field agents.
CIA directors give directives to CIA field agents, whether they are to infiltrate, sabotage, or create a connection between themselves and a partisan group. The partisan group pulls off anti-Soviet stunts in order to gain further support from the CIA. CIA agents are the middle men between the CIA directors, who approve and authorize munitions/weapon/explosive support along with food and medical supplies. CIA also can tell their agent to try and get the partisans to pull off something in perhaps and event on the spare server, or what have you.
CIA has authority to make and cut ties with partisan groups as see fit, looking to their actions and being able to decide to overlook certain indiscretions in values/behavior, or take action by cutting ties, or even seeking to remove the current head of the partisan group, which would lead the CIA to perhaps need to cut loose ends. If that be the case, you could see them siding with one partisan group instead.
In a sense, the CIA would become somewhat of the antagonists in the server by providing the means of which resistance/partisan groups may rise up, outside of their own efforts to craft/steal their equipment. Of course, they wouldn't be limited to micromanaging other groups, but themselves trying to poison certain Soviet leadership in both political and military realms.
