Setting:
Sometime during the 21th century a meteorite heads toward Earth, the attempts to stop it are fruitless so the world governments begin the constructions of massive shelters,the "Edens", basically underground cities in order to save at least part of the population. Thousands of years the later the people from the shelters begin to venture outside as the conditions of the world mitigate only to find that humanity has mostly regressed to the stone age, with violent tribes of hunter-gatherers roaming the land while the animals that survived the catastrophe evolved into new and deadly forms, there are also rumors of monstrous creatures burning down villages and kidnapping their inhabitants.

Factions:

-People from the Edens:
The dwellers of the shelters have access to the entirety of modern technology: medicine, weaponry, sophisticated equipment, etc. and enjoy a wider range of knowledge, however they can hardly manage to survive outside without help: generations grown underground have made them weaker and more prone to illnesses compared to their surface counterparts. They are divided into "classes" depending on the job they specialized into (worker, scientist, medic, guard, etc.), these classes may have direct gameplay impact or may be only used for rp.
Wherever the life in the Edens is a distopian nightmare of control and repression or an underground paradise where people can get in and out as they please is determined by the current Administrator in charge.

Sub-factions include:
Renegades: People willingly or forced to leave the shelters and forbid to return, they usually turn highwaymen and attack travellers or defenceless tribes for food and resources using stolen weapons from the shelters, they may even try to attack an Eden and take control of it if they become strong enough.
Indipendents: Usually the inhabitants of the shelters are not allowed to leave due to safety issues, but when a large enough group of people in an already overpopulated Eden wants to leave and seek fortune in the outside world they may obtain an authorization from the administration that allows them to do so with no rancor. If they feel the outside world is too much for them to bear they can still come back inside, after a period of quarantine to avoid infections of course. Note that these kind of people are pretty much Renegades in the eyes of a particularly strict administrator.

Naturalized primitive: Primitives from the surface that managed to get allowed into an Eden due to a particularly friendly administrator or an integration science program. They are usually put to work on simple jobs and are pretty much threated like animals.
-People from the surface:
These people may not have the advanced technology of the Edens, but living in the harsh and unforgiving world of the surface made stronger and more resilient: they are trained from childhood to survive in the wilderness and the weak, old or ill are just left behind, this translate in gameplay as slightly increased stat and a vast range of crafting projects for primitive weapons and tools. The majority of them are nomadic hunter-gatherers but some of them may have managed to start some small-scale agricolture and begin to settle down. Some tribes are peaceful while others are more belligerent, in any case they see the Eden dwellers as weird outsiders, monsters to kill at worse. Most tribes are governed by a particularly charismatic leader or a group of elders who solve disputes and set laws. Their religion spans from twisted versions of current religions to shamanism and animism and some may even worship the people from the shelters as saviors, opening the way to the "paradises" that are the Edens.

Sub-factions include:
Raiders: Vicious manhunters, cannibals and barbarians that feast on everone unlucky enough to get in their way. When they don't fight the Renegades they usually team up with them to attack bigger preys.
Outcasts: People turned away from a tribe due to a number of reason, some of them simply live on their own, while others seek refuge among the Indipendents' colonies, found their own tribes or join the ranks of the Raiders.
Naturalized dwellers: Some from the shelters may actually enjoy the primitive life so much they decide to leave the Edens forever and go live with the surface tribe. They take a looooooong time to be accepted within the tribes, if they are accepted at all, and constantly risk to die due infections or easily threatable diseases but if they manage to survive long enough they aquire all the primitives' survivor skills.
-Wildlife (don8r only or npcs):
Dangerous animals evolved in the deadly surface enviroment, don't expect to find many herbivorous among them. They can be tamed by a particularly skilled primitive hunter or catched by Eden scientists for study...or also turned into something else by "those".
-"Those":
Primitives have many myths and legends, they wary from tribe to tribe but they all seem to mention some kind of "creatures", hunters who venture to far into the wilderness simply disappear, travellers speak about entire villages burned to ashes in a single night, no corpses to be found, some people may even say they saw one, althrough finding someone who actually saw one directly is an hard task. People from the shelters dismiss these claims as just superstitions, fables to be told to children in order to have them behave, but sometime it may happen a radio intercept a gimpse of a conversation in an unknown language or an exploration drone catches a glimple of an humanoid creature in the distance, only to be destroyed afterwards, no scraps to be found...
In terms of gameplay "Those" are a app-only faction that serves as a "lupus in fabula", they are stronger than anything the average player can hope to be, never intervene actively in the game outside of particular events or special missions which often involve destroying a faction that is becoming too powerful, erasing evidence of their existance or kidnapping people.

Instead of "sub-factions" they have widely different classes with various purposes:
-Gatherer: The "heavy" class, these swift, walking tanks can withstand an extremely high amount of damage, they are equipped with advanced, non salvageable (nor droppable) weaponry able to easily dispatch, letally and not, any kind of opponent with little to no effort. They also possess a vast range of utility equipment like night and thermal vision, encripted radio frequencies and voices and even automated tools to unlock (or destroy) armored doors. They are deployed only in special occasions.
-Watcher: Advanced versions of the Edens' exploration drones, they are more silent and equipped with a cloaking device that allows them to turn partially invisible indefinitely in order to spy on the people below. They can also disable common drones with a small-scale EMP. They are used regularily to check on the wastelands. In case one of them is heavily damaged it initiates a self-destruction mechanism in order to prevent its part to be scavanged and analyzed.
-Dissector: These "things" never leave the base and instead "take care" of those unfortunate enough to be kidnapped by the gatherers, performing various "tests" and "procedures" on them. They exist only to make the last minutes of life of the adbucted character rp-worthy.
-Infiltrator: Sometime people disappear for a couple of days in the wilderness, only to return, apparently unscratched, later. When asked about where they have been they just say "Sorry, I got lost.". Animals can also disappear temporarely, they are "calmer" and more obedient when they get back.
-Coordinator: This class merely serves as some sort of "base control", it's handled by the faction leader, instruct and "set stuff" for the new faction members, coordinates missions and operations and can take control of Watchers drones to take a look outside.​

I've always thought The Warriors RP would be sweet as fuck in my honest opinion, and pretty simple too.

Just a large map set in a really shitty Suburb with players all making their own Gangs with their own unique uniforms, themes and purposes (Drug Producers, Weapon Distributors, Loan Sharks, Muscle-for-hire, etc).

Throw in some PAC 3 for Donators to let people go all out with their Gang Uniforms, some Police/SWAT to appear every now & then (Will be a Whitelist) to make stuff interesting then let the good times roll and leave the rest down for the players to decide.

Kinda reminiscent of Experiment in a way if you will, but with a Developing Story that is based around player actions.

you realize that a meteorite is a meteor that has passed through the atmosphere right?
