It really depends on what your situation is. People say the Vive Index is good, but it's almost 800 dollars. Coincidentally, if you bought that on steam right now, it'd come with Half Life: Alyx bundled in. The Oculus Quest is 400 dollars, and it's really impressive, so that's probably going to be better than just getting an Oculus Rift, which is the same cost. However, I'm not 100 percent sure the Oculus Quest or any other VR headset is fully compatible with Steam VR, which has the best VR games. There's probably some workarounds for it though.
You really want to make sure you get something that suits you. As
@Merlinsclaw said, the HTC Vive is out there and is OK, but speaking from someone who's owned one, its kind of a pain in the ass. It relies on cameras, so if you have obstacles in the way, you could ruin your tracking. The wire setup is also such a pain in the ass. You have like 4+ cables you need to connect, and they're heavy. The Oculus Rift has one USB cable, and it's super easy to connect. The Rift's controllers are OK. The Index has better controllers, and soon the Quest is going to let you track your hands without any controllers.
The new versions of the Oculus actually have cameras on the headset. How it worked in at least the version of the HTC Vive I had, is that you had to have cameras mounted to either side of your room. It never worked that well for me. I've never had an issue with the Oculus though, and it was fun as hell to run around my living room without any constraints. I don't have any experience with any other VR headset besides the HTC Vive, the Oculus Rift, and PSVR. Take this with a grain of salt, but any budget one is probably not going to be the best for gaming. With VR, you get what you pay for. Oh, and pirating VR games is easy as hell. There's like no DRM for them.
TL;DR: If you want to go balls to the wall, get the Valve Index. It's the most expensive VR headset out there, but it's made by Valve and has native support with Steam VR, and cool controllers. If you're on a budget, really just go for either the Oculus Rift or the Oculus Quest. Look into both of those and see if they suit your needs. IMO, skip the HTC Vive. There's better stuff on the market, especially for the price.
